ATT: The Development Department of FIFA

Gentlemen,

As a person for whom the development and non-development of football in his country and continent had always been a matter of great concern and study, I, inspired by this beyond-national sense of obligation, has always been puzzled with this question that why Asian countries, despite having such great human resources, wealth, cultures, and thoughts do not possess a high station in football.
One of the motives prompting me to spend many years of my life studying football was, first, as an Asian, to find an answer to the foregoing question and, second as far as I can, to be conducive to the growth and development of football in my continent. I am of this belief that one of the most important impediments to the growth of football in such countries is that we have not presented any precise, complete, and comprehensible definition of football, its different kinds, and the entries to football, a definition on which everybody agrees and have consensus. For the same reason, each federation, based on its own views and perspectives offers a definition of football and looks at it from the outlook of the economic system of its own country. And this self-concerned view towards football along with different personal interpretations of it, is a calamity having been inflicted upon Asian football for years.
One of the disadvantages of a "self-defined" football is that most Asian countries, because of not having any knowledge or awareness of the "principles of true football and the stages of its growth and development" in mind, have blindly turned to the Europe or South America as models for their highest goals.
It is obvious that in order to pose a right question we should first come up with a complete and clear definition of football, its different kinds, the entries to the world football, and to two-dimensional and three-dimensional football, so that based on right posing of the question or problem we can act accordingly to attain a high position in football.
I, inspired by philosophy and its pragmatic school as well as John Best's instructions, after years of study and research have finally managed to produce a project titled " Productive Football". During such a process I have strived to present a project based on a "comprehensive outlook" of football and to have an answer for such questions that where and how we should start.
Since football by itself encompass a very broad field, this project is expected to cover and deal with many phenomena and various issues. For that reason, at the first look by critics, it may sound to be a diverse project lacking unity; but as we know if we want to study such a vast field, as put by Immanuel Kant, it'd better turn it into a chain form, he says:
In order to solve any problem more easily, we' d better to divide it, as far as possible, to smaller parts; next, conduct our thoughts and mind in an orderly manner; then, start with the simplest issues, that is, those which are better known and finally step by step go ahead dealing with the most complicated ones and sort them out in our mind.

To present you with an outlook of my project comprehensibility, I have tried to act upon Kant's instruction and have sent you most of the descriptive charters contained within the project so that I can better convey and transfer what I mean to you.
In this measure, I have been seeking to, first, show you the comprehensibility of my project and second.
At the end, I hope all those " illustrative charters" convey what I really mean in this regard. I have sent you three attachments (No. 1,2,3) for all of which I have given some information in the next pages of this e-mail. The last page is a list of the contents of "Productive Football"; in case that you needed to have any more information for any parts mentioned in the list or as illustrated within the charters, please do not hesitate to contact me.
From this moment on, I am looking forward to your kind reply.

Very Truly Yours,
Mehdi Mirabi
